Efforts to reduce Chinese dominance of REEs in the West have included designating REEs as a critical material, streamlining approval processes for REE extraction, offering loans and other subsidies for REE processing, reducing the REE content of various devices, forming coalitions of countries working to expand production or processing outside China, and increasing information sharing. Critical minerals supply is also a concern for China. As the world’s largest metal refining hub, China heavily relies on imports for large volumes of raw materials, often from a small number of sources.
Above all technical challenges, World Geopolitical issues are to be properly addressed; Resource Nationalism, Export restrictions, Minerals cartels, Political instability and social unrest, Market manipulation and External shocks (either natural either provoked – natural disasters / wars) – IRENA: GEOPOLITICS OF THE ENERGY TRANSITION – CRITICAL MATERIALS 2023.
